The problem with Č (lowercase: č) is that it doesn't exist neither in ASCII nor in ISO-8859-1 encoding. In order to represent Č I'd have to use another encoding such as ISO-8859-2 or UTF-8 or use HTML character entity references. I have set up this page with HTML character entity references such as Č in hope that you'll be able to see the Č. Most today's browser/operating system combinations should show the correct character.
If your browser doesn't understand international character entity references or you don't have a font containing Č it might be that characters Č and č are showed incorrectly on this page. This is my name as a JPEG image.
The lowercase č is officially called LATIN SMALL LETTER C WITH CARON (Unicode 010D) while the uppercase Č is called LATIN CAPITAL LETTER C WITH CARON (Unicode 010C).
